Yes! We have an 1889 Morgan Dollar minted in Carson City! 1886-1888 there are no Morgan Dollars minted in Carson City. There were many factors as to why there were no Morgan's minted in CC during that time. One of them being the cost of transportation to CC was expensive.

Here we are in 1888 with newly elected president Benjamin Harrison and he favored the silver interest! The Carson City budget was finally approved but the building and equipment was pretty deteriorated since operations had been closed for so long. It took a little while to get going, but by October1889 the mint was moving forward. There is a very low circulation strike that year due to the fact it didn't start until October. 

1889 Morgan Dollar has a circulation strike of 21,726,000 and 881 proofs. Pretty common you can find uncirculated and gem conditions. The 1889 Silver Dollar has the 3rd lowest number of surviving proofs. 1st up would be the 1921 Morgan Dollar followed by the 1888 Morgan Dollar.
