The Carson City 1885 Morgan dollar had a very low mintage that year.  For one it was expensive to ship bullion all the way to Carson City.  The cost of shipping was added to the final number so if it cost more to mint in Carson City + shipping than Philadelphia well they would pick Philadelphia. So silver price had to be low in order to transport it to Carson City.

The mint was closed for a short time after the death of Superintendent James Crawford in 1885. Even though a new superintendent assumed the office rather quickly it was noted that there wasn't enough money in the budget for the rest of the year. So on November 6th, 1885 the Carson City Mint was ordered closed. Come 1886 it re-opened as an assay office.

Carson City had the Comstock mine, but really in the past it hadn't brought in any huge deposits. What was mined from the Comstock mine was sent to San Francisco.
